PROMISE -
Promoting Refugee and Migrant Integration through Education

PROMISE ist eine internationale Kooperation, die gute Beispiele für erfolgreiche Integration und gesellschaftliche Teilhabe in der EU und OECD sucht und beschreibt. Zu diesem Zweck werden lokale Netzwerke gebildet, in denen diese Lösungen sektorenübergreifend diskutiert und umgesetzt werden können.

PROMISE is an international joint project that compares good practice examples across Europe and other OECD countries, that promote integration and social inclusion of migrants and refugees in their local environment. To achieve this, local networks will be established, where the solutions can be discussed and implemented in a cross-sectoral way.

Das Projekt

Im globalen Kontext hat unsere Fähigkeit, erfolgreich Flüchtlinge in ihrer neuen Heimat zu integrieren, eine hohe Bedeutung. Erwachsenenbildung wird seit langer Zeit als einer der wirkungsvollsten Wege zur Integration betrachtet. Doch trotz der Bereitschaft der Behörden, Bildungseinrichtungen und kommunalen Stellen bleiben große Herausforderungen bestehen.

Das Ziel unseres Projektes PROMISE ist, Wege zur optimalen Integration von Geflüchteten und Migrant*innen in die aufnehmenden Gemeinden zu finden, so dass alle davon profitieren. Zu diesem Zweck arbeiten wir mit einer Fülle von Erwachsenenbildungseinrichtungen zusammen, um die Qualität der Ausbildungsmöglichkeiten, die ihnen angeboten werden, zu verbessern.

Das Projekt leistet einen wichtig Beitrag dazu, unsere Bildungsprogramme für einige der am meisten Benachteiligten in unserer Gesellschaft zu stärken. Besonders wichtig ist seine Fähigkeit, einen Austausch von Wissen zwischen erfahreneren und weniger erfahrenen Ländern zu fördern.

Das Projekt ist auch deswegen bedeutsam, weil wir sicherstellen müssen, dass unsere Kommunen durch Migration gestärkt werden und nicht durch Marginalisierung und Radikalisierung geschwächt. Wir glauben, dass dies durch Bildung erreicht werden kann sowie durch wechselseitig verantwortungsbewusstes Verhalten der Migrant*innen wie der aufnehmenden Gemeinden.

Projektverlauf: Das erste transnationale Meeting des Erasmus+-Projekts PROMISE fand vom 30. bis 31. Oktober 2018 in Roscommon, Irland, statt. Gastgeber des Treffens war der Projektkoordinator Roscommon Leader Partnership. Ziel des Treffens stellte die Entwicklung eines Aktionsplans für die folgenden Monate dar.
Beim zweiten transnationalem Meeting des Projekts „PROMISE“ vom 16. – 17.05.2019 durfte KulturLife Gastgeber in Kiel sein. Die Projektpartner aus Spanien, Irland, Türkei und Deutschland haben ihre Kontakte zu relevanten Akteur*innen, Multiplikator*innen und Stakeholdern sowie erste Best Practice Beispiele aus ihren Ländern vorgestellt. Desweiteren hatten wir die Gelegenheit bereits erfolgreich umgesetzte Integrationsprojekte in der Erwachsenenbildung im Raum Kiel besuchen zu dürfen, z.B. vom ZBBS und der WillkommensInitiative Friedrichsort.
Unser 4. Partnertreffen, das ursprünglich in Italien hätte stattfinden sollen, fand aufgrund der Pandemie über Skype am 3. Juni 2020 statt. Thema waren die Auswirkungen der Covid-19-Beschränkungen auf die Projektaktivitäten. Glücklicherweise fanden wir uns in der Endphase und konnten die Vorbereitung des Materials über die soziale Integration von Geflüchteten und Migrant*innen, an denen wir in den letzten 2 Jahren gearbeitet haben, zu Ende bringen.

Aktueller Stand: Trotz der Covid-19-Beschränkungen auf die Projektaktivitäten, konnte das Projekt erfolgreich abgeschlossen werden. Im Rahmen des Projektes ist ein Handbuch mit einer Sammlung guter Beispiele für die soziale Inklusion von Geflüchteten und Migrant*innen in die Gemeinde entstanden, sowie zwei Trainingskurse, die sich zum einen an Betreuer*innen und Sozialarbeiter*innen richten als auch an Geflüchtete und Migrant*innen selbst und die Themenbereiche Gesundheit, Familie, Sprache und Arbeitsmarkt abdecken.

The Project (English)

In the current global context, our ability to effectively integrate refugees into new host communities remains a critical priority. Adult education has long been considered one of the most impactful and sustainable routes to integration. Yet despite the willingness of authorities, education and community organizations to be responsive to refugees’ needs, the challenges are substantial.

The overall goal of PROMISE is to facilitate the optimal integration of refugees and migrants into their host communities so that both can flourish. To do this, we will work with a range of adult education providers from local authorities to community organizations, to improve the quality of learning opportunities that are available to them. 

The project makes a notable contribution to strengthening our education programmes for some of the most vulnerable in society.  It is notable for its ability to enable learning and innovation in service delivery between countries where refugee education programmes are in early stages and countries with much more tangible experience.

Overall the project is important because we need to ensure communities are strengthened by migration and not undermined by marginalization or radicalization.  We believe this can be achieved, in large part, through education and two-way responsibility between refugees and their host communities.

Project progress: The 1st Transnational Project Meeting of Erasmus+ project "PROMISE" took place between 30th and 31st October 2018 in Roscommon, Ireland. The meeting was hosted by the project coordinator; Roscommon Leader Partnership. Aim of the meeting was the development of an action plan for the following months.
The second transnational meeting of the project "PROMISE" was hosted by KulturLife from 16 - 17 May 2019 in Kiel. The project partners from Spain, Ireland, Turkey and Germany presented their contacts to relevant actors, multipliers and stakeholders as well as first best practice examples from their countries. Furthermore, we had the opportunity to visit successfully implemented integration projects in adult education in the Kiel area, e.g. by the ZBBS and the Welcome Initiative Friedrichsort.
Our 4th partner meeting, which should have been originally held in Italy, took place virtually on 3rd June 2020 due to the pandemic situation. We discussed the impact of Covid-19 restrictions on the project activities, but fortunately we were in the final stages and could finished the material about the social integration of refugees and migrants, on wich we have been working over the past 2 years.

Current Status: Despite the Covid 19 restrictions on the project activities, the project was successfully completed. The project produced a handbook with a collection of good practices for the social inclusion of refugees and migrants in the community, as well as two training courses aimed at caregivers and social workers as well as refugees and migrants themselves, covering health, family, language and labour market issues.
